Brake problem:dodge Neon: the bleeder valve screw is stuck and fused. I tried 'blaster" to break it free.?

I tried oil. but it's rusted shut. It is attached to the caliper. How to remove? can l use a torch(butane) to heat it? Or is there some other way to coax it free, such as dog biscuits? Also my fitting is leaking which l installed. I flared the new piece. l tightened it securely but not too tight. can l use permatex thread locker to seal the small leak?. It drips just a little bit.It is installed correctly.
