Do you think Canada can do anything to help that kid stuck in Cuba?

I am talking about corey the kid that was in a motor vehichle accident. He is now being held in Cuba and facing jail terms. The laws in Cuba are different from Canada in that even if it is just an accident you can be charged and jailed. Im not sure if he hurt someone in the accident or worse yet there was a loss of life. The fact is they will not let him leave the country. Can we not get involve in other countries judicial systems?
