Is Joe Biden slandering and libeling a dead man?

It has been well doented that the driver was not drunk. It has been well doented that Biden will say anything to get elected. He cheated in college by plagiarizing papers and plagiarized a speech he gave. I think the man has no shame. He said Obama was not qualified to be president and now he is praising him. So which is it? Biden is a typical eastern politician with no scruples or just a liar?
