Rules/regs for the Marine Corps DEP?

could anyone tell me me any rules or regs about the DEP? for example we were told you can't get tattoos once you're in the DEP by our recruiter. My boyfriend is in the DEP and i will be in in June. My boyfriend ships out on June 15 for basic. We have been talking about getting married before he leaves but we don't know if you can if you are in the DEP. we haven't asked our recruiter because he would just tell us no so we wouldn't do it.
